Final Environmental Impact Statement
The Columbia River Crossing Final Environmental Impact Statement (EIS) contains analyses of
environmental and community effects—both positive and negative—of the project.
It also describes how the project will improve safety and transit while
relieving congestion on Interstate 5 between Portland and Vancouver.
This document published on behalf of the Federal Highway
Administration and Federal Transit Administration is the culmination of years of planning and
design discussions with project sponsors, stakeholders and the
public. It builds on analyses included in the
Draft EIS published in 2008, comments on the Draft EIS, and
public input received at more than 950 community briefings,
workshops and public meetings.
The Final EIS is available online for viewing and
download.
The Final EIS includes:

Analysis of the preferred alternative compared to the no-build and other
Draft EIS alternatives
-
Environmental impacts of the alternatives and mitigation measures for
adverse impacts
-
A financial analysis with several funding scenarios
-
Responses to more than 1,600 Draft EIS comments from agencies, tribes and
the public
Each of the project's local sponsoring agencies endorsed
publication of the final document, including WSDOT and ODOT. These agencies include
TriMet,
C-TRAN,
Southwest
Washington
Regional Transportation Council and
Metro.
A 30-day review period for the Final EIS occurred from Sept.
23-Oct. 24, 2011. During this time, the project hosted four
informational drop-in sessions for the public to review the
Final EIS and discuss the document with technical experts.
